State Authorization Reciprocity Agreement (SARA)
Utah is a member of the State Authorization Reciprocity Agreement (SARA). Rocky Mountain University of Health Professions (RMU) participates in the State Authorization Reciprocity Agreements and abides by established standards for offering postsecondary distance education in all member states.
SARA is an agreement among member states, districts, and territories that establish comparable national standards for interstate offerings of postsecondary distance education courses and programs. State authorization is a legal term for a university’s compliance with individual statues and regulations in each state in which it operates, has a physical presence, or engages in education services and programs.
Student Consumer Complaints
The Office of the Commissioner of Higher Education (OCHE) has jurisdiction over Utah SARA-approved institutions, including RMU, in relation to non-instructional complaints. Students who have a complaint against RMU should first file a complaint with the institution by following the complaint procedures.
If RMU does not resolve the complaint, students may file a complaint with the Utah System of Higher Education (USHE) at https://ushe.edu/office-of-commissioner/state-authorization-ut-sara/. USHE will only consider complaints that were previously unresolved by the institution and may refer a complaint to another agency for investigation.
Professional Prelicensure Distance Education Requirements
There may be restrictions and additional state expectations in certain SARA and non-SARA states regarding professional licensure requirements. Each state has unique requirements and it’s important to verify the licensure requirements in your state. If you have specific questions regarding licensure requirements, please contact your Program Director for further information.
